Work Permit Requirements for Non-EU Citizens

Non-EU citizens need a work permit unless they:

  • Hold an EU Blue Card
  • Hold a residence permit with work rights
  • Are citizens of a visa-free agreement country

  • Work Permit Application Process (2026)

    1. Job offer from Estonian employer

    2. Employer applies for work permit on your behalf

    3. Review by Labor Inspectorate (10 working days)

    4. Permit issuance (if approved)


    Required Documents (2026)

  • Valid passport (minimum 6 months validity)
  • Employment contract with Estonian employer
  • Educational certificate (Bachelor's degree or higher)
  • Health insurance
  • Proof of financial means (minimum €1,200)

  • Minimum wage: €886 per month (from January 2026)
  • Minimum hourly wage: €5.31
  • Working hours: 40 hours per week
  • Annual leave: 28 days minimum
  • Social insurance: mandatory
  • Christmas bonus: minimum 50% of salary
  • Employer unemployment insurance contribution: 0.8%
  • Employee unemployment insurance contribution: 1.6%

  • Part-Time Work

  • Minimum hourly wage: €5.31
  • Pro-rated benefits and leave

  • Employer Obligations

  • Social tax contribution: 33% (covers health insurance and pension)
  • Withhold income tax (24%) and pay by 10th of next month
  • Register employee with social insurance fund
